Our History

1

Crime Prevention

A RE AGENG SOCIAL SERVICES was established in November 2002 in response to a request from the Provincial Department of Social Development for non-profit organizations to provide probation and statutory services in the West Rand. The founder, passionate about the field, was appointed as a service provider after completing professional training through NICRO and the Justice College.

Formally registered as a non-profit in January 2003, A RE AGENG started with seven staff members, including two qualified social workers. Its services expanded following a request from Randfontein Magistrate Mr. Strydom to establish an adult diversion program, recognizing that not all offenders are inherently criminal due to environmental influences.

The organization developed the adult diversion program, which was approved by the Randfontein Justice Team. Since then, A RE AGENG has provided adult diversion services to Westonaria and Randfontein courts, along with probation services in Carletonville, Westonaria, and Randfontein. Although probation services were transferred to the Department of Social Development in 2011, A RE AGENG continues to implement successful diversion programs and is the only organization in the West Rand providing these essential services. Funding for diversion services is crucial for ongoing operations.

Bekkersdal Shelter

The Bekkersdal Shelter, established in 2005 after the closure of the Wawa Shelter, addresses the lack of safe accommodations for gender-based violence (GBV) victims in the West Rand. Re Ageng Social Services took over operations from the Department of Social Development.

Initially facing land ownership issues, the organization secured authorization from the mayor to utilize the site indefinitely, with necessary rezoning completed. The shelter provides vital services, including care, protection, counseling, and empowerment, primarily for abused women and their children, helping them rebuild their lives and achieve independence.

Nthabeleng Shelter

A RE AGENG SOCIAL SERVICES WAS ESTABLISHED IN 2002 AND BEGAN OPERATING IN APRIL 2003. THE ORGANISATION OPENED ITS FIRST SHELTER IN BEKKERSDAL IN 2005, PROVIDING SAFE ACCOMMODATION AND SUPPORT SERVICES TO WOMEN AND CHILDREN AFFECTED BY ABUSE. DUE TO THE INCREASING NUMBER OF REFERRALS FROM THE DEPARTMENT OF SOCIAL DEVELOPMENT (DSD), SAPS, LOCAL CLINICS, AND OTHER COMMUNITY STAKEHOLDERS, THE CAPACITY OF THE BEKKERSDAL SHELTER BECAME INSUFFICIENT TO MEET THE GROWING NEEDS IN THE COMMUNITY.

RECOGNIZING THE URGENT NEED FOR AN ADDITIONAL SHELTER, GOLD FIELDS MINE, RAND WEST DISTRICT MUNICIPALITY (WESTONARIA), AND THE DEPARTMENT OF HOUSING INITIATED THE ESTABLISHMENT OF NTHABELENG SHELTER. THE SHELTER WAS OFFICIALLY LAUNCHED IN NOVEMBER 2011, WITH DSD APPOINTING A RE AGENG SOCIAL SERVICES AS THE IMPLEMENTING SERVICE PROVIDER DUE TO ITS PROVEN TRACK RECORD IN OFFERING VICTIM EMPOWERMENT SERVICES.

THE LAUNCH OF NTHABELENG SHELTER WAS A SIGNIFICANT EVENT ATTENDED BY KEY STAKEHOLDERS AND COMMUNITY LEADERS, INCLUDING REPRESENTATIVES FROM RAND WEST CITY MUNICIPALITY, DSD PROVINCIAL AND REGIONAL OFFICES, GOLD FIELDS MINE, LOCAL ORGANISATIONS, EX-STUDENTS FROM BETHEL TRAINING, AND COMMUNITY MEMBERS. THIS STRONG COLLABORATION AMONG STAKEHOLDERS DEMONSTRATED A SHARED COMMITMENT TO ADDRESSING THE HIGH PREVALENCE OF CHILD-HEADED HOUSEHOLDS, DOMESTIC VIOLENCE, AND ABUSE IN THE AREA. A MEMORANDUM OF UNDERSTANDING WAS DEVELOPED, CONFIRMING THE SHELTER’S ESTABLISHMENT AS A JOINT COMMUNITY-DRIVEN INITIATIVE.

NTHABELENG SHELTER CONTINUES TO PROVIDE ESSENTIAL VICTIM EMPOWERMENT, PROTECTION, PSYCHOSOCIAL SUPPORT, AND SKILLS DEVELOPMENT SERVICES TO WOMEN, CHILDREN, AND VULNERABLE INDIVIDUALS AFFECTED BY ABUSE, TRAUMA, AND EXPLOITATION. THE PROGRAMME HAS BEEN OPERATIONAL SINCE 25 NOVEMBER 2011, OFFERING SAFE ACCOMMODATION AND INTERVENTIONS AIMED AT RESTORING DIGNITY, PROMOTING HEALING, AND SUPPORTING SUSTAINABLE REINTEGRATION INTO THE COMMUNITY. THOSE BENEFITING FROM THESE SERVICES INCLUDE VICTIMS OF ABUSE AND THEIR CHILDREN, THEIR FAMILIES, AND THE COMMUNITY.

Victim Friendly Rooms

The Victim Friendly Room (VFR) Programme was created to provide dignified support for crime and abuse victims. Established in 1996 following a shift from NGO-led services, it focuses on reducing secondary victimization and breaking cycles of violence.

In 2010, the Department of Social Development recognized the need for VFR services in the West Rand and partnered with Re Ageng Social Services. Six VFRs were launched in April 2011 at various SAPS stations, operating 24/7 with a team of victim supporters and social workers.

The programme offers emotional support, crisis intervention, psychosocial services, and referrals to relevant services. Collaborating with SAPS, health services, and community partners, it ensures victims receive timely support and access to justice.

For over a decade, Re Ageng Social Services has helped reduce secondary trauma and empower victims, benefiting individuals affected by gender-based violence, their families, and the wider community.

New VFR In Kagiso

On October 7, 2025, the Department of Social Development Regional Office identified a need for VFR services in Kagiso, Hekpoort, and Tarlton. A regional social services agency has been requested to provide 24/7 services, staffed by victim supporters, social auxiliary workers, and a supervising social worker. The program will offer emotional support, crisis intervention, psychosocial services, and referrals, ensuring victims of abuse (GBV), their families, and the community receive immediate assistance and access to justice.

6

EPWP

Since 2019, our organization has received funding from the Expanded Public Works Programme (EPWP), a government initiative aimed at providing temporary work opportunities to alleviate poverty and develop skills across four sectors: infrastructure, social services, environment, and culture. In the social sector, this funding enhances our capacity to offer effective services in crime prevention.

EPWP funding helps reduce staff caseloads while creating job opportunities through partnerships, aiming to decrease poverty and unemployment. Roles under this initiative include professional positions as well as general work tasks such as cleaning and maintenance.

In the 2022/23 financial year, EPWP funds were redirected from shelter programs to crime prevention initiatives to address the urgent need for crime reduction and rehabilitating petty offenders. The goal is to help individuals avoid convictions while promoting accountability for their actions.
